Default 1998 Ignition Issues

I have been working on a problem for sometime now in a effort to solve a problem with this engine. I had Water in the gas tank and severe skipping occured . I Changed tank, filter, plugs, injectors, coil pack, plug wires PCM and skipping still exist. Checked Cataletic Converter, Compression and Checked Mechanical Timing and everthing lines up. Also, whats really interesting is that Ford says that the firing order on this engine is 1-4-2-5-3-6, however, engine will not start with plugs wires placed accordingly on coil pack. The following is an attempt to show wires in relation to coil pack.

Coil pack Ports front to rear facing engine starting on left side
1 has plug wire 1
2 has plug wire 2
3 has plug wire 3
4 has plug wire 4
5 has plug wire 6
6 has plug wire 5
Ford says this engine should not run in this order. Anyone care to take a stab and what the problem is? Idles fine but when under a load it skips like crazy.

Skips? You mean cuts out, sputters, etc?
