Default EGR flow excessive, misfiring under load, slow throttle response, low power

The truck is 1998 f150 2wd Windsor P/N 4.6l 2v

I have changed the EGR valve, the EGR pressure sensor, the IAC, the O2 sensors(all 4), changed the lines to the EGR pressure sensor, cleaned the throttle body, cleaned the EGR tube, tightened up my exhaust to manifolds. I have not changed the EGR vacuum regulator, can they fail mechanically?

Well if all that had fixed it I wouldn't be here. Can anyone here give me advice or tips or things to check or just what I may have missed? This has been kicking my *** for a hot minute and I'm not too ignorant of how these work so what gives. Feel free to criticize though I am still learning. I do know that the truck has some electrical issues I need to sort out but the engine runs fine when I just rev the hell out of it so I dont think the engine harness is damaged in a significant manner. There is no vacuum leaks elsewhere in the engine and none of the vacuum controlled components are leaking. I'm pretty sure my fuel system is fine but I could still double check it. Thanks for the help in advance and if you have any questions, I'll get an answer
