07 f150 5.4, to keep this short I have done every test with my volt meter and it has come down to this. The below videos I am testing at the injector plug. The video with a consistent number is injector plug #1 the second is #4. I have tested the wiring and when the key is in just in the "ON" position and the engine isn't running #4 stays stable but as soon as I start the engine it goes crazy.

I would say the PCM but I just sent it off to get tested and they couldn't recreate the P0204 code.

I am at a loss.
