AC clutch issues

AC clutch issues
AC running only on level 4. Replaced blower motor resistor now all 4 levels blow as should. Problem AC clutch relay will not engage. Jumped the relay to get engaged and R134 level tested as full.
Relay changed out and still won't engage. What could possibly keep this from engaging?
