Default 4r70w shifting issue

Needing some help here friends, I have a 96 F150, 5.0, 4r70w 2wd, I noticed the other day when leaving a stop light the truck started shifting to the next gear way too soon and losing power, Looked down and the rpm gauge was tripped over to below the 0 rpm stopper, I removed the face and put it back above 0 and it works fine. However the shifting issue still exist and is killing me in town driving, Doesnt slip, Leak or hard shift and is fine crusing at highway speed, Also shifts fine at half throttle or more but normal throttle its wanting to bog. Also doesnt seem like it wants to gear down on it's own unless at a complete stop, Any ideas???
